ADMINISTRATIVE ASSISTANT

JOB DESCRIPTION:

The Administrative Assistant provides general office and financial duties to the Village of Clyde.

 

RESPONSIBLE TO:

The Administrative Assistant responds directly to the Chief Administrative Officer (CAO), alternately to the Finance and Assistant Chief Administrative Officer and is an employee of the Village of Clyde.

 

JOB SUMMARY:

GENERAL RESPONSIBILITIES:

  • Advises and informs CAO and Assistant CAO of operations and affairs of the Village.

  • Establish and maintain a professional relationship with staff, administration, members of Council, and the public.

  • Acts in accordance with Village of Clyde Bylaws and Procedures, the Municipal Government Act and other all other applicable Provincial or Federal legislation.

  • Demonstrate strong time-management skills and the ability to prioritize duties based on need.

  • Receive and refer telephone calls.

  • Ensures confidentiality according to the Freedom of Information and Protection of Privacy Act.

  • Responds to all general inquiries.

  • Composes routine responses to general inquiry correspondence.

  • Receives and distributes mail.

  • Develops and distributes community newsletter.

  • Provides word processing services, prepares spreadsheets, photocopying and information material.

 

ACCOUNTS PAYABLE AND ACCOUNTS RECIEVABLE DUTIES:

  • Codes and enters approved payables into Village accounting software.

  • Submits entered payables for verification to Finance/Assistant CAO.

  • Prepares cheques for signing by authorized signers.

  • Keeps and maintains a petty cash float on site.

  • Enters all landfill consumption into excel and accounting software.

  • Accepts all payments and prepares cash receipts.

  • Prepare invoices for accounts receivable.

  • Cash out and preparation of deposits.

  • Managing delinquent utility and tax accounts.

 

UTILITY AND TAX ACCOUNT DUTIES:

  • Prepares for meter reads to be handed off to Public Works Employee.

  • Enter meter readings, prepares and sends out utility bills.

  • Maintains accurate database of resident accounts in Village accounting software.

  • Application of penalties and notification delivery as required.

  • Creation of disconnection list in accordance with Village bylaws and policies.

  • Preparation of Tax Certificates and Tax searches.

  • Assistance in providing information for Tax Assessments.

  • Mailing of Tax notices.

  • Keeping Bank Notifications updated.

  • Providing Tax Information for appropriate inquiries.

  • Maintenance of pre-payment instalment plan.

COUNCIL RESPONSIBILITIES:

  • Acts as recording secretary as delegated if required.

  • Prepare delegations as delegated if required.

  • Provide information as requested as per Village policy through the CAO or delegate.

  • Preparing agenda and agenda packages for all meetings as delegated if required.

  • Ensure all minutes of meetings are signed, sealed, recorded, filed and distributed as required.

  • Maintains and updates the resolution list as required.

OTHER PROGRAM SUPPORTS:

  • Maintaining a dog licensing registry, issuance of dog tags.

  • Liaising between residents and Animal Control Officer for resident complaint receipt and follow up.

  • Send out notifications of unlicensed dogs.

  • Providing general planning and development information to residents.

  • Maintenance of new and existing planning and development files.

  • Posting and distribution of planning and development documents as required.

  • Receipt of resident complaints and distribution to appropriate department/positions.

  • Completing program and background research as requested.

  • Other duties as assigned.

QUALIFICATIONS:

  • Training in business administration, and financial operations.

  • Proficient computer and customer service skills.

  • Strong attention to detail and organizational skills

  • The ability to prioritise duties based on need, and to work independently.

  • Must be proficient in the use of the Microsoft Suite of Skills- Word, Excel, Power Point.
